According to the Bible, a saint is one who is sanctified, consecrated, set apart as sacred. Early Christians were all called saints. Over time, the term saint came to refer to a person who was recognized as having attained a certain level of holiness. Bishops and martyrs became the first kinds of saints to be venerated by the early Christian church, and later the hermit type of saint became recognized. Later still, the terms virgin and matron were used to describe women saints, and other types of saints such as confessors, abbots and abbesses, and priests were added.

René Descartes was born on March 31, 1596, in La Haye, France, and died on February 11, 1650, in Stockholm, Sweden. Despite having an out-of-wedlock daughter named Francine, who became the greatest sorrow of his life when she died at the age of five, he lived an otherwise single, secluded life, very close to the style of the traditional hermit.

He was a brilliant mathematician, and a genius whose Discourse on Method and Meditations on First Philosophy have changed the way we think about ourselves and the world, yet he also advocated religious tolerance and human rights. He honored women as equals, even dedicated books not once, but twice to Protestant women, and all of this while trying to gain favor with Jesuit priests. Most people misunderstand Descartes and this behavior, but it is clear that he was not biased in any way towards men or towards Catholics, even though he was both a man and a Catholic.

He practiced medicine without charge, and healed both the wealthy and famous, and the poor and obscure. He did not die an agonizing death as a martyr, yet a martyr he was nonetheless in spreading truth and wisdom in the service of Queen Christina of Sweden, and he may have been fundamental to her later conversion to Catholicism.

The pious Catholic Claude Clerselier tried to turn Descartes into a saint after his death, clearly feeling he was a saint, yet the Catholic Church never honored or beatified him, and even put his books on the "Index of prohibited books" (Index librorum prohibitorum). His Cartesian philosophy too was condemned at the University of Utrecht, bastion of Calvinist thought, and the university only lifted the ban 363 years later.

On November 28, 2007, the Cesidian Church beatified René Descartes, and issued a "Saint René Descartes Declaration" urging support for his canonization. In response, several persons from various walks of life and different denominations, even an atheist, have signed the petition in favor of Descartes' canonization, and together with the bishop of the Cesidian Church, two bishops and one archbishop have expressed their favor for Descartes' sainthood.

In the presence of the gracious God of Abraham, of Jesus, and of the living Messiah, I consecrate Saint René Descartes on this day, and for all time, First Saint of the Cesidian Church.

Today the Web site of Bucksfan University died:

Bucksfan University was founded on 9 December 2001, and it had up to 11 different schools or colleges. However, the university was probably a little too premature and ill-fated.

Bucksfan University has only developed a single Associate in Applied Science (equivalent to the UK's Foundation Degree) program in Fifth World Studies, had no students even for this program, awarded only a single honorary Master's degree, had only two part-time officers, and no full- or part-time professors.

The university's Web site was highly developed and useful, but relied heavily on educational materials available elsewhere. At one time experiments in robotics were being carried out through a friend, but unfortunately these were abandoned at a certain point. The Most Rev Dr Cesidio Tallini, Chancellor of Bucksfan University, was also offered a fellowship by mouth at another non-traditional university, something which would have solidified his reputation as an offbeat academic, and would have helped him to develop a quiver of online courses, but somehow this never materialised.

Unfortunately the university was too heavily reliant on Most Rev Dr Tallini, and his own research. While research in some of the areas above are worth continuing, there is still a need for qualified faculty who can teach even some traditional subjects whenever needed.

In the future, hopefully in the near future, the Cesidian Church will found a new seminary college, and this will be the backbone of a future university. We have a name in mind already, and we could use the support of Fourth, Fifth, and Sixth Worlders. People with Master's degrees can apply to join the faculty of this potential multidisciplinary disciplinary university on a part-time or when-needed basis. All skills and subjects will be considered. We are also considering a tiny stipend which the university scholar would receive whether he teaches in a specific year, or not.

I recognize that Nameslinger has a prior right to these TLDs. However Mr. Tallini in good faith purchased two of these TLDs from INAIC (Herman Xennt). They are ".AMORE" and ".UNIVERSITY". ".AMORE" and ".UNIVERSITY" were registered by INAIC for Mr. Tallini on 07-08-2003. I recognize that Herman Xennt had the authority from Mr. MacIver to dispose of these TLDs which he did by selling them to Mr. Tallini. According to Mr. MacIver no payment was ever received on this contract for these TLDs or any TLDs in the Nameslinger list of TLDs. However this failure by Herman Xennt to pay Mr. MacIver is a dispute between the two of them and does not reflect on Mr. Tallini in any way.

The ".PIC" and ".BARON" are also Nameslinger TLDs and Nameslinger does have prior rights. However these TLDs were intentionally removed from the Public Root by Herman Xennt. I spoke with Herman Xennt back in July 2005 concerning the Nameslinger TLDs. Herman Xennt initiated the discussion and advised me that many of the Nameslinger TLDs were removed from the Public Root. He said at the time that he had contacted Mr. MacIver and had obtained permission from Mr. MacIver to delete the Nameslinger TLDs. The purpose of this deletion was to create product (TLD labels) so UNIDT would have choice TLDs to sell.

It was only later in 2006 that I spoke to Mr. MacIver who advised me that he had never authorized Herman Xennt to delete the TLDs. Unfortunately at this time the damage was done and any dispute as to the removal of these TLDs is between Herman Xennt, Eric MacIver and Henk Smit who signed the Nameslinger contract on behalf of Newroot. I believe Mr. Tallini registered the TLDs ".PIC" and ".BARON" in the Cesidian Root in good faith. Both TLDs are operational. The majority of Nameslinger TLDs are announced on the Public Root but these TLDs are not operational nor do they have any registrants associated with any SLDs.

Under the circumstances although I recognize Nameslinger as having prior rights I also must recognize that Herman Xennt acting as an agent of Nameslinger did abandon these two TLD strings. Also the TLDs under the Cesidian Root are operational. A narrow examination of the TLDA bylaws shows that for TLDs to be recognized they must have name servers answering on their behalf. The Cesidian Root TLDs meet this criteria. Therefore I am adding both of the Cesidian Root TLDs ".PIC" and ".BARON" to the Public Root

The ".ILI" TLD carried in the Cesidian Root is not a TLD in collision. The TLD is operational and has name servers responding. I have added this TLD to the Public Root.

The ".BU" TLD is a two letter code element that can conflict with ISO-3166. At this time ".BU" is not listed as a code in ISO-3166. Non the less it is the convention to not include two letter codes in the Public Root. I am willing at this time to include the two letter TLD ".BU" in the Public Root as an experimental TLD. In the event that .BU is added to ISO-3166 and activated by ICANN the TLD may have to be deleted due to technical limitations in the Public Root. The inclusion of ".BU" in the Public Root is strictly experiment and does not reflect a new convention.

I would ask other inclusive name spaces respect these listings and not collide with them.

The US House of Representatives passed the Native Hawaiian Government Reorganization Act, which allows Native Hawaiians to form an Interim Governing Council with the power to negotiate with the federal government.

The House passed H.R. 505, to express the policy regarding the United States' relationship with Native Hawaiians, and to provide a process for the recognition by the United States of the Native Hawaiian governing entity, by a yea-and-nay vote of 261 yeas to 153 nays, Roll No. 1000.

LEGISLATION AT A GLANCE

Process for Reorganization. H.R. 505 provides a process for the reorganization of a single Native Hawaiian governing entity and reaffirms the special political and legal relationship between the United States and Native Hawaiians. The bill establishes a process to form a Native Hawaiian governing entity that could negotiate with the state and federal government on behalf of the indigenous people of Hawaii. Since the annexation of the Territory of Hawaii, Native Hawaiians, Hawaii's indigenous peoples, have been treated by Congress in a manner similar to American Indians and Alaska Natives. This legislation codifies the Federal relationship with Native Hawaiians, as expressed in over 160 laws.

Establishes Office for Native Hawaiian Relations and Interagency Coordinating Group. H.R. 505 establishes the U.S. Office for Native Hawaiian Relations within the Office of the Secretary of the Interior. The Office for Native Hawaiian Relations would effectuate and coordinate the relationship between the Native Hawaiian governing entity and the United States through the Secretary, and with all other Federal agencies. Furthermore, the Office for Native Hawaiian Relations would consult with the Native Hawaiian governing entity and with the Interagency Coordinating Group, (established by this legislation) to coordinate federal programs and policies that affect Native Hawaiians, their resources and their lands.

Establishes Native Hawaiian Relations Commission and Affirms of Existing Law & Sovereign Immunity. This legislation establishes a Commission to prepare and maintain a roll of the adult members of the Native Hawaiian community. H.R. 505 clearly states that civil and criminal jurisdiction currently held by the federal and state governments will remain with the federal and state governments, unless further legislation is enacted.

No Gaming. H.R. 505 makes it clear that the Native Hawaiian Governing entity will not be authorized to conduct gaming under the authority of federal law. Moreover, all forms of gaming are criminally prohibited under the laws of the State of Hawaii.

No eligibility for BIA programs. H.R. 505 makes it clear that Native Hawaiians are not eligible for Indian programs or services and thus do not compete with program funding for American Indians and Alaska Natives.

The Native Hawaiian Government Reorganization Act of 2007 provides a process for the recognition of the Native Hawaiian governing entity by the United States, and establishes the U.S. Office for Native Hawaiian Relations within the Office of the Secretary of the Interior.

I just found about H.R.505, the Native Hawaiian Government Reorganization Act of 2007. Believe it or not, it establishes the U.S. Office for Native Hawaiian Relations within the Office of the Secretary of the Interior, the closest thing to a Native Hawaiian embassy.

The House of Representatives' bill provides a process for the recognition of the Native Hawaiian governing entity by the United States; it establishes the Native Hawaiian Interagency Coordinating Group; and it recognizes the right of the Native Hawaiian people to reorganize the single Native Hawaiian governing entity to provide for their common welfare, and to adopt appropriate organic governing documents.

The Sponsor for the bill is Rep. Niel Abercrombie [HI-1], who introduced it on January 17, 2007. Cosponsors of the bill are 7 other representatives, and only one of these is Hawaiian (Rep. Mazie K. Hirono [HI-2]).

ICANN finally managed to launch 11 internationalized domain names (IDN) yesterday, but like all things ICANN, these TLDs also appear to be as practical as .MUSEUM.

Yesterday IASON detected the presence of 11 new top-level domains (TLD) in the ICANN/IANA namespace:

According to Dr Joe Baptista's data, "ICANN/IANA have entered the new TLDs into the zone file but have failed to provide whois data for each one."

WHOIS data is used to determine the owner of a second-level domain (SLD) or top-level domain (TLD). WHOIS data may be missing because the new internationalized domain names (IDN) that ICANN/IANA has introduced really belong to no one, and are thus purely experimental.

Cesidian Root IDNs are not experimental, on the other hand, and have been resolving for quite some time now in the Cesidian Root.

With these TLDs, the ICANN/IANA namespace now has 281 Top-level domains. The Cesidian Root resolves an additional 50 TLDs (331 TLDs in total), distributed as follows: Cesidian Root proper (24 TLDs), China Ministry of Information Industry (MII) Root (3 TLDs), Arabic Gulf Cooperation Council (GCC) Root (4 TLDs), and i-DNS.net Root (19 TLDs).
